Investigate the reason so many Reconsideration Hearings at the Social Security Administration are decided "Unfavorable"

We the people petition the White House to investigate the number of disability cases hearings heard at the Social Security Administration (SSA), Office of Disability Adjudication and Review (ODAR) pertaining to Reconsideration Hearings; determining why so many decision were and are decided "Unfavorable" by the Administrative Law Judges from 2005 to the present (2012). Please tell us why is it that the number of disability cases at SSA are lost at an astronomical rate or deem "unfavorable" by the Administrative Law Judges of the SSA, compared to the fewer disability cases won.
