Investigate reports that PayPal has stolen money from sellers accounts while conducting "Criminal Investigations"

This petition is to have a investigation performed on PayPal based on reports of PayPal freezing sellers accounts to perform an internal criminal investigation then releasing the accounts with up to 35% less money than was in the account with no explanation why.
