David Barak Cates is a CITIZEN of the United States. He is 7 years old, and despite numerous requests of Social Security, they have denied him his benefits, and a social security number. David is a special needs child, and has no medical coverage, he receives no special education. David's father is on disability with several incurable diseases, and is entitled to be on as a dependent. Because David was born outside the United States, he had to pay to receive his citizenship.
