Dear Mr. President,
Please investigate the USDA, and its department APHIS, including Tom Vilsack, Kevin Shea, Dr. Chester A. Gipson and Phyllis K. Fong regarding their handling of the case of the African Elephant named Nosey who is owned by Hugo Tomi Liebel, USDA License #58-C-0288. The USDA has cited Mr. Liebel repetitively for various offenses yet it does not do anything to protect the elephant nor the public.

Mr. Liebel takes Nosey across states giving rides and performing grueling circus tricks even though she suffers from arthritis among other illnesses. Mr. Liebel also uses the unregistered names “Peanut” and “Tiny”. Concerned citizens have contacted the USDA employees listed above and the concerns have been ignored. Nosey and the public are in danger.
