The Department of Education in Puerto Rico is not using federal funds appropriately. Schools are in terrible shape, materials are lacking, special ed students are not receiving the services assigned. Tutors contracted to help students are not providing the services as reported . Its time the federal government investigate the misuse of federal funds for public school children.
