Fully investigate use and abuse of Remote Behavioral Influence Technology with regards to school and mall shootings by possible rouge elements inside the government. The technology exists and the black budgets needs to be open to congressional over sight and scrutiny. School shootings are fishy and not a single Second Amendment ban on firearms should pass into law until this is done.
