In 2011, while in the midst of negotiating a new collective bargaining agreement with the NFL Players Association, the National Football League was operating in an uncapped year with no salary restrictions. Later, it was revealed through statements by league commissioner Roger Goodell as well as John Mara, New York Giants owner and chairman of the Competition Committee that the league owners participated in collusion to restrict salaries. Additionally, this federal crime was further proven by the league later punishing two of its members, the Dallas Cowboys ($10 million) and Washington Redskins ($36 million) for spending above the illegal secret salary cap.
