Investigate where the billions of dollars have gone that were suppose to be spent fighting the war on drugs in Mexico.

WHAT HAS HAPPENED TO THE BILLIONS OF US TAX DOLLARS THAT WERE SUPPOSE TO GO TO FIGHTING THE WAR ON DRUGS IN MEXICO BUT OBVIOUSLY HAS NOT?
How come the US and Mexican governments haven't made any progress against the cartels for 30 years? Then, after peasant "vigilantes" start taking down and killing hundreds of cartel members and leaders the governments are suddenly empowered to take action? We have been told for decades that the cartels are "too dangerous, too corrupt, too well hidden, too smart, too clever, etc" for the US and Mexican governments to make progress in this faux war on drugs. However, a group of peasants are making more progress in a few weeks than both governments have made in three decades. WHY AND WHERE HAVE OUR TAX DOLLARS BEEN GOING FOR 30 YEARS?
