Investigate why the Democratic Party remains the Minority in the House despite winning a plurality of the vote in 2012.

For the second time since WWII the make up of House has failed to represent the American people who elected it. This past fall, House Democrats received 1.4 Million more votes nationwide than House Republicans. However, the GOP still holds a 33 seat edge as the majority party. This miscarriage of representation has been quoted by many to be due to the post-2010 Census redistricting favoring the Republican Party, but this answer is not good enough. The party that received 47% of the vote controls nearly 54% of the House, while the party that received 49% of the vote controls less than 47% of that same body. This cannot stand. How did this happen and how do we stop it from happening again?

Without a fair vote, the Government by, for, and of the People cannot be.
