Investigate why despite collecting tens of millions of dollars for Sandy victims, the Red Cross isn't helping that much

Despite collecting tens of millions of dollars, and claiming it was to help the victims of Super Storm Sandy, an overwhelming majority of people haven't received any aid. The civic leaders of Statin Island have seen so little help in their borough, they have actually asked their citizens to not waste their money donating to them. Where is all that money being spent? Is it in the 4 star hotel that the Red Cross workers stay at, and yes that is a real fact? These people have suffered enough, without having to hear radio ads and TV commercials (of they are lucky enough to still have TV) asking for donations for their aid that they have never received.
