Invite a Constitutional Convention to deal with several necessary reforms:

Clarify federal powers by a new, clear enumeration of federal powers replacing implicit interpretations. (Too many decisions are interpretations around three corners)

Federally guarantee every U.S. citizen of at least 18 years the right to vote, which can only be revoked during imprisonment for murder, and is fully restored when leaving prison. (While it may be right that a murderer cannot vote, as soon as it's right that he walks out free it's also right that he can vote again)

Admit new states by the division of Texas into 5 states, also divide California and NY state.

Admit a new state created out of majority-black areas of the Deep South.

Admit new states for Native Americans. (You're about 225 years late)
