In situations like the current sequestration that result in Congressional stalemates or lack of compromise, if involuntary government spending cuts is the first recourse, Congress should not receive a salary - or be allowed to accept political contributions - until they have successfully reached an agreement that does not negatively impact the rest of the country while they are immune to the ramifications.
