Efiling is currently only free for people below certain income and it is not free for businesses, self employed people or higher income people because you must use private commercial software or services to use efile.
Sending hand written forms to the government leads to inaccuracy and extra expenses. The people and the government would both save time and money if the government was able to accept all tax forms online directly for free.
