A Health Care Flexible Spending Account (FSA) similar to the one already established by the Internal Revenue Service (IRS) will allow pet owners to allocate through voluntary salary reduction agreements (contributions) with their employer, a certain amount of their taxable gross wages each year in return for an equivalent size non-taxable FSA annual allowance to pay for out-of-pocket qualified medical expenses for their pets. Contributions made by the employer can be excluded from the gross income.
