The issue of abuse and neglect of children in foster homes and/or group homes.

There is a great amount of foster parents that only become foster parents for the money the government provides them. They abuse and neglect their foster children and keep the extra money they receive for themselves. What I believe needs to be done is, more extensive research on the adult that wishes to be a foster parent. They need to be checked thoroughly and effectively. They need to be checked up on to make sure they are doing what they are supposed to do. Surprise checks are effective.
