Issue a blanket Executive Pardon to all US citizens who have been convicted and punished for drug crimes that are nonviolent in nature (e.g., possession). Additionally, prohibit law enforcement at all levels from prosecuting individuals for non-violent drug crimes and revoke all laws prohibiting the possession of drugs for personal use.
