This action builds on momentum for clear, concise language in Federal communications exemplified by the Plain Writing Act of 2010 & Executive Order 12988 signed 18 Jan 2011. The Library of Congress' Thomas guide is useful, yet critical information is missing. A "Citizens' Executive Summary" will identify a bill's
* five most influential lobbyists supporting & opposing it
* non germane amendments (known as “riders”),
* specific entities that will gain disparate benefit from its passage, and
* intent to have later details negotiated between regulators & special interest groups.
Citizen vigilance holds a democracy accountable. Paraphrasing James Wilson, a Founding Father: when ordinary citizens understand the process establishing the laws governing them, democracy is strengthened.
