Eligibility for the utilization of GSA contracts is authorized for prime federal contractors, state/ local governments (Schedule 70 & 84) and selected entities as determined in specific legislation. The statutory basis of GSA's determination of eligibility is premised on saving taxpayer $ thru large federal discounts competed/negotiated by the GSA. Due to legislative gaps, grantees of financial assistance agreements are barred from eligibility, except in specific instances. Other grantees, with a base of billions of dollars cannot utilize the full complement of GSA Schedule and Fleet Mgmt Services available to other eligible entities, which would yield significant savings to the taxpayers if authorize. An EO authorizing all Grantees the use of GSA schedule contracts is therefore petitioned
