The concept is very simple by issuing an Executive Order declaring the Internet to be a mechanism of Free Speech, it will then fall under the protection of the First Amendment to the United States Constitution.
Please note that this does not declare the Internet to be Free Speech, but rather it makes the Internet a means through which citizens of the United States are entitled to exercise their right to Free Speech.
As such, laws that attempt to impeded, abridge, infringe upon, interfere with, or prohibit an individuals use of the Internet would therefore be Unconstitutional and unjust.
