issue an executive order to Dept of HHS to recommend to DEA in writing to remove marijuana from Controlled Substance Act

We want POTUS Obama to issue an executive order to the department of HHS stating that “it has been brought to the public's attention, that according to current scientific and medical evidence, marijuana no longer qualifies as a controlled substance under the law and that an immediate recommendation should be written to the DEA to remove it from the list. “
