Issue an Executive Order making it a felony for lying by congress about anything to do with their official capacity. Set up a special citizens council to investigate and review allegations to be referred to the justice department. As part of a guilty finding, the offender would be banned from running for, or serving as, an elected official on any level. A substantial fine, determined by the council, would also be imposed.
