Issue an executive order to make the 1890 massacre site of Wounded Knee a National Monument

A 40-acre parcel of land containing the historical site of the 1890 massacre at Wounded Knee is currently up for sale. The owner has given the Lakota Soux until May 1st to collect $3.9 million to by the property. If this amount is not collected, it will likely be sold to a private owner.
Approximately 300 individuals were buried in a mass grave at the site. Due to its historical significance and importance to the Lakota Soux, Wounded Knee should therefore be made into a National Monument.
