The President should issue an Executive Order requiring all contracting companies working on HealthCare.gov to be based in the United States in the interests of economic patriotism. No company working on this vital web site should be able to evade the obligation to pay taxes on the monies received from theses contracts by moving funds overseas or by failing to repatriate money from overseas in the various overseas tax havens.
