After Section IV of the Voting Rights Act was struck down with instructions to create a new map, it can be argued that the Supreme Court struck down the formula to determine which jurisdictions would be covered under Section V, but did not declare Section V to be null and void until another map or formula was drawn. Therefore, it can be argued that the entire country could be covered under Section V until Congress acts to create another formula, or draw another map.
