Issue an executive order stating: When the deficit reaches 3% of GDP Congress will no longer receive pay/benefits

when the federal deficit reaches greater then 3% of GDP, an automatic trigger will be implemented that will freeze all financial incentives, salary and benefits awarded to the members of Congress. And after 3 months of a continued deficit of greater than 3 %, any current member of Congress will automatically be ineligible for reelection
