issue free picture voting cards to any citizen that registers to vote and does not have a valid pic ID already.

Since all citizens have to register to vote, why not issue picture voting ID cards, for free, to those that do not already have a valid picture ID. Once this is in place having to show ID to vote will not be a problem.
