Issue full pardons to felons who committed nonviolent crimes and have earned a College degree in engineering fields

I met a young man who recently graduated with a degree in Mechanical Engineering. Unfortunately in his younger years, he was arrested and convicted of a felony in a Federal court for selling marijuana. He never spent any time in prison and served probation. At the time he was a single father of two girls, working two jobs. He decided to change his life and enrolled in College, where he pursued an engineering degree while working two jobs and raising two daughters. He now finds himself in a bind because he cannot be hired by a single engineering company due to his felony conviction, this in an era where we face a shortage of American engineers. He is a good man, who is doing the right things but has no way out. We need to change this and give people like him a chance at a better life.
