Impose heavier penalties for companies that spill oil from oil rigs in our waters. A lease for a section of the gulf or any other waters within our territory should include a requirement to have reliable and safe rigs drilling it. Under stiff penalty, such as current price of each barrel of oil or higher, be paid by the company if spilled. Landlords often require renters to pay for damage. The same should be for oil companies and the loss of resources should be compensated equal or greater to that of market value to better motivate the lessee to 1)Prevent these from happening 2)Act quickly if it does.

Forfeiture of future drilling rights, removal of current drilling rights, reduction of drilling area, reduction of lease time, increase in lease price for repeat and gross offenders
