Issue a liberation proclamation to all states to protect the civil and human rights of all GLBTs from discrimination.

To ban discrimination based on sexual orientation from all laws foreign and domestic regarding sexual orientation and expression from the workplace, housing, and governmental affairs that cost trillions of dollars in lost human productivity and destroys or limits the capabilities of millions of its citizens lives annually in the United States of America.
