Issue a mandate requiring all public universities in Texas to incorporate a fall break in their yearly academic calendar

A Fall Break would be a good way for students to visit their families and recoup half way through the fall semester. We have a Spring Break in the Spring, so we should also have a Fall Break in the Fall. Many private universities in Texas offer a Fall Break, so I think the public universities should receive a break as well.
