The federal government should step in and issue, free of charge, a valid ID card to all legal citizens. This card should take appropriate biometric precautions against fraud and tampering. It should be good for at least 2 things:
1) It shall be deemed an acceptable ID for any and all voter registration purposes.
2) It shall be required to purchase a firearm or ammunition.
