The original 501C4 regulation required that tax free community welfare groups could participate in no political activities. The IRS changed the wording so that the regulation that they now follow allows political activity which was not the intent of the original law as passed by Congress.
Changing the regulation to reflect the original intent of Congress will prevent PAC organizations from being considered tax exempt and will also eliminate anonymous donations to political groups.
