Petitioner suggests that there are numerous benefits to be gained by improving the Social Security card by adding the recipient's photo to the card. Many citizens have no proof of identity and citizenship -- and even their position in the Social Security system. A tamper proof card would allow the SSA to cleanse its files and aid in eliminating fraud and abuse and identity theft. Perhaps some of the hundreds of beneficiaries over 100 would be purged. Among other benefits the process of issuing the enhanced card might force out fraud and abuse. The convenience alone of the new card argues for the project.
