The Veterans Administration has a record backlog of veterans disability claims. Due to this backlog some veterans are not recieving payment or medical care. This is creating financial difficulties on the veterans who must pay for their own medical expenses.

By granting a 50% payment for any claim that is over 400 days it would reduce the financial and emotional stress on the veteran.

When the claim is approved, the previously paid amounts would be deducted from the back payment.

If a claim is disapproved, then normal federal collection procedures would apply to the 50% interm payments.
