It is to be illegal to euthanize a dog, except in circumstance of medical suffering.

While this process will create many challenges, these lives are more important. If killing dogs is no longer an option, the issue of puppy mills, abusive breeding etc, will have to be dealt with in a more efficient manner. This will have to be a massive effort, but I feel our country will have a better conscious when we show the compassion and care dogs show us on a daily basis.
