Is it fair for Congress to cut other government agencies pay without cutting their own pay.

If Congress is allowed to cut any other government agency or organizations pay, Congress and all government from the President down should automatically get a pay cut atleast equal to the median percentage pay cut allowed for any other government agency or organization.
If it is right for one legitimate government agency or organization to take a cut then it should be right for every other government agency or organization.
The pay cuts would not ever be allowed to be reversed for Congress or President without reversing the same for all other government agencies or organizations.
