In times of critical emergencies and disasters, victims need to have less stress in their life. I propose we build these towers in every town to provide for benefitial morale boosts to the population in hard times. These towers do not just have to be filled with Newcastle Brown Ale, they can be filled with local brews, or the United States can create a National Brew, I'm not picky.
