Is it a law when a NC Public School in court try to kill a Pro Rep they get to kill the child to by no education at all

The things that as a Prose Rep Dorothy Cook and parent of N.C. Special Needs qualified elementary age person Megan Cook you never expect in a court required procedure "NC OAH SEC 13-EDC-07545 to be physically assaulted by the Exe EC Director V. R. for the NC public school held in the room and not allowed to leave of my own free will when i was trying to leave. They knew my disabilities and on 2/18/13 during said meeting caused me to have a panic anxiety attack/seizure by their actions an failed to call 911 to get med help an they knew I could die an was severly harmed! I filed a complaint and as a result WCS,RACHEL HITCH sent letter that DENIED MY DAUGHTER M.C. HER RIGHT TO ENROLL AN ATTEND PUBLIC SCHOOL FOR THE ENTIRE 2013-2014 AND CURRENTLY KNOWING SHE IS RECEIVING NO ED. @ ALL! WHY
