Portugal has successfully implemented a health care anti-drug strategy since 2001 by diverting war on drugs money to getting users off drugs.
This approach would save money throughout our society, including reduced drug war and prison spending and drug related crimes.This policy would also help save overall health care costs and improve the well being of many urban communities, never mind improving the well being of the drug users and their families. This is a win/win approach.
Perhaps California could be a "test" state in a joint pilot project with the federal government.
