as an IT professional that relies on consistency between platforms to meet the needs of our national interests, I think that a petition should be started that mandates that Microsoft Corporation retroactively include the start bar functionality in their current operating system. I think that this requirement should also state that all future iterations of windows be required to maintain this functionality for the sake of its users sanity.
