No person residing within the United States shall openly support the practice of homosexuality or declare themselves openly to be homosexual. Anyone who violates this ordinance shall be fined not more than $1,000.00 for each violation or a lien of the same amount shall be placed against any taxes sequestered by the IRS. This ordinance shall not be understood as authorization for any agent of the US Government to investigate the private sexual practices of any US citizen.
