Rather than simply reinventing Head Start with your new "Universal Pre-K" proposal, why not hit three birds with one stone? Use public pre-k institutions as a way to teach young impoverished parents how to engage with their kids and each other. Hire them, since they are often underemployed, as teaching assistants or have them volunteer. Also, use it as a way to teach them about, and possibly get access to, birth control and family planning, and use the facilities in the evening for community functions so the parents can learn from each other. It could even be used in the evening for other "job training" for the parents. We need more community as much or more than we need more school.
