Subsidize a symmetrical grid or circle of nodes. Make the requirement that anyone can connect as long as they are government sanctioned (like a water company) and make sure taxes go to adding more capacity until it's 200% of what's needed. Make it entirely federally funded. Make the center Kansas City because Google would be an amazing transparent player. Cut tier 1 entry cost down to like .00000001% of what it is now. Make a "Department of Internet" and ask Susan Crawford to be in charge.
Encryption - one AES 256 key at the primary node in Kansas for each tier 2 device. That way there's no doubt in anyone's mind that data is safe. The DOI handles the official keys. Obviously this would be like the moon landing, but it's definitely worth the cost!
