On The Job Quality Training Programs

Do we all recall the CETA program from the 1970's ? A similar program would be an incentive and allow many displaced (but very capable) people to do the following:

1. Moderate to High Functioning physically disabled to get training and be employed. The current programs only support those with intellectual impairments! There is absolutely nothing for cognitively unaffected populations to get involved in. They are slipping through the cracks.

2. People (many women) who are over age 50, but not yet old enough to retire. They have lost job skills due to caring for their family members, etc. Now they want to return to work.

3. Our deserving Veterans..

Dept of Rehab serves dysfunctional people making it inaccessible for this other capable populations to enter the work world.
