The largest rising cost estimate for high-speed rail is land acquisition. Federal government can temporarily seize the land of our nations highways to use the medians to build a inter-city/interstate rail system where it would otherwise be fiscally nonviable to do so then return the land to the state once the projects are complete. The same way our interstate highway was built. After seizing the projects can be bonded through limited markets to allow communities directly affected by the projects to buy into them in order to profit. Then allow bids for contractors to take on the projects. Build only the rail system, leave the local governments to decide whether or not to build stations and how to fund them. This would allow companies to expand advertising, power & communication systems also
