The Justice Department should enforce Section 5 of the Voting Rights Act against all states equally.

The Supreme Court in Shelby County v. Holder struck down the coverage formula of in Section 4 of the Voting Rights Act. However the preclearance requirments of Section 5 hasve been left intact. Since no coverage formula exists the Obama Administration should issue an executive order directing the Justice Department to now interpret Section 5 to apply to all states equally.
