Justify Marijuana's schedule one status

We the people request the Obama administration to justify Marijuana's schedule 1 status.

Explain how FDA tests having not been run on marijuana is a justifiable reason for it to remain a schedule 1 drug when Federal law prohibits FDA testing from being run to ascertain any medicinal value of schedule 1 drugs.

Explain how smoked marijuana not meeting the "modern standard of safe or effective medicine" applies at all when the law binding a substance to schedule 1 status only requires it to contain no medicinal properties, not to meet any modern standards.

Explain how after admitting that marijuana holds medicinal properties, some of which have been synthesized for pharmaceutical consumption, marijuana retaining its schedule 1 status can at all be legally justified using current drug laws.
