Congress should continue to budget the fiscal year but instead of allocating the money to the various departments/causes, the tax payers will be allowed to choose where they want the money spent. The tax rate can remain the same and mandatory. In the tax form, we are allowed to choose up to 5 primary categories and up to 3 secondary categories where we want to spend the money evenly dividing the money between each selection. The secondary categories are chosen and used if the primary category's budget is fully funded by others. If no selection is made, the government will decide where the money is allocated. If the budget for a department is not fully funded, the department/cause can only spend the amount that is allocated. This will give transparency into the distribution of funds.
