Keep American Technology at Pace with the Rest of the World by Treating High Speed Fiber Optic Lines as a Public Utility

Internet access is treated as a luxury not a commodity, which has created a technological divide in America. Due to the high cost of entry and previous government policies the lack of real competition has allowed internet service to plateau in America, with prices remaining high but services only marginally improving, if at all, while the rest of the developed world offers 5X the speed at 1/3 cost. Many areas of the country people only have one choice of provider that gives very subpar service. This is usually in areas of lower economic status. The solution is to follow the model set by other developed countries who treat internet as a public utility and install high speed fiber optic cables, covering cost by having ISPs pay to use the cables. Don't let America fall behind.
