Keep Emergency Broadcast System from hijacking our TV and keeping us from getting news on storms.

The Emergency Broadcast System takes over complete control of our TVs and DVRs to warn us of impending storms, but locks us out of changing the channel to the local news to get coverage of the storm. We have to wait until it finishes its stone-age message and annoying buzzers for it to relinquish control back to us. And even if you are already watching the storm coverage, it will take over your tv and lock you out of watching the very thing you should be watching, creating an unsafe situation.

This is a brute force solution that the government has enacted without thinking of the consequences. If a system is this invasive, we should be able to opt out of receiving the warnings that are not national emergencies.
